The Amendment C241 follows a recommendation by the Heritage Council of Victoria that the Bourke Street site in the CBD could be of local heritage significance. The City commissioned an independent heritage review last November before it went ahead with the amendment.

There are three changes to the Melbourne Planning Scheme.

(1) Amending the Schedule to Clause 43.01 (Heritage Overlay) to insert a new entry for the Palace Theatre, which ticks the ‘External Paint Controls Apply?’ box.

(2) Amending Clause 22.04 – Heritage Places within the Capital City Zone, by the addition of a policy reference titled Palace Theatre, Bourke Street, Melbourne: Heritage Assessment for the City of Melbourne, December 2014.

(3) Amending the incorporated document, Central City (Hoddle Grid) Heritage Review: Statements of Significance June 2013, by including the Statement of Significance for 20-30 Bourke Street.

The public has until Friday March 20 to comment, through submissions of up to 1,000 words.

The amendment, documents supporting it and the explanatory report about the amendment are available in the Document Library. These can also be viewed free of charge, during office hours at City of Melbourne, Council House 2, Level 3, 240 Little Collins Street, City. Name and contact details are necessary for Council to consider the submission, and for it to contact people to attend Council meetings and public hearing held to consider submissions.

There is more info from participate.melbourne.vic.gov.au/palacetheatre or contact Dianna Siomos, Strategic Planner on 9658 8404 or [email protected].

The submission can be lodged by emailing [email protected], or by posting to Robyn Hellman, Team Leader – Local Policy, PO Box 1603, Melbourne VIC 3001.

The Save The Palace group has put together a case to present at VCAT in just under three weeks. It is still accepting donations to fund its VCAT campaign.
